Instructions: Cream: Mix flour, starch, and sugar in a pot, add milk, and cook until thickened. Add butter and vanilla. Cake: Beat eggs and sugar, then mix in flour, cocoa, baking powder, and vanilla. Bake at 180°C. Topping: Heat the cream, add chocolate until melted, and mix in the peanuts. Assembly: Cut the cooled cake, spread cream between the layers, and add the peanut-chocolate topping to one layer. Cover the whole cake with cream and refrigerate for 6-7 hours. Decorate with peanuts and chocolate.
